APPLICANT REQUESTS THAT:

Her DD Form 214, Certificate of Release or Discharge from Active 
Duty, be amended to reflect the following awards:

1.  Armed Forces Expeditionary Medal (AFEM). 

2.  Southwest Asia Service Medal with two Bronze Service Stars 
(SWASM w/2BSS).  

3.  Kuwait Liberation Medal (Administratively resolved). 


APPLICANT CONTENDS THAT:

She was activated during Operation DESERT SHIELD/STORM from Oct 90 
– Apr 91, authorizing the medals listed above.  

The applicant’s complete submission, with attachments, is at 
Exhibit A.


STATEMENT OF FACTS:

According to the applicant’s military personnel records she served 
in the Air Force Reserve during the matter under review.

On 19 Oct 90, the applicant was ordered to active duty in support 
of Operation DESERT SHIELD/STORM and served in the Southwest Asia 
Area of Responsibility (AOR) from 22 Oct 90 through 17 Mar 91.

On 24 Apr 91, the applicant was released from active duty and 
reverted to her traditional (part-time) status as a member of the 
Air Force Reserve.

On 19 Jun 92, the applicant was issued a DD Form 215, Correction 
to DD Form 214, Certificate of Release or Discharge from Active 
Duty, correcting her records to reflect that she was awarded the 
SWASM w/2BSS.
The remaining relevant facts pertaining to this application are 
described in the memorandum prepared by the Air Force office of 
primary responsibility (OPR), which are included at Exhibit C.


AIR FORCE EVALUATION:

AFPC/DPSID recommends denial of the applicant’s request for the 
AFEM, indicating there is no evidence of an error or injustice.  
They were unable to locate official documentation, nor was any 
provided, to verify the applicant served in an area of eligibility 
for which the Armed Forces Expeditionary Medal is authorized.  
While the applicant deployed to      in support of Operation 
DESERT SHIELD/STORM, said deployment does not qualify for award of 
the AFEM.  Operation DESERT SHIELD/STORM is not an approved 
operation for which the AFEM is authorized.  Furthermore, the 
applicant was appropriately recognized for her deployment in 
support of said operation with the appropriate authorized campaign 
medal, the SWASM.  To grant relief would be contrary to the 
eligibility criteria established by DoDM 1348.33, Secretary of the 
Air Force, Chief of Staff, and/or the War Department.  As for her 
request for the SWASM w/2BSS, the applicant was awarded the SWASM 
w/2BSS as annotated on the Correction to DD Form 214, dated 19 Jun 
92; therefore, no correction is required.  Notwithstanding the 
above, a review of the applicant’s official military personnel 
record revealed the applicant was deployed to       from 19 Oct 90 
to 17 Mar 91 in support of Operation DESERT SHIELD/STORM, which 
qualified her for award of the Kuwait Liberation Medal-Kuwait 
(KLM-K) and the Kuwait Liberation Medal-Saudi Arabia (KLM-SA) and 
her records will be administratively corrected to reflect these 
awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant 
on 28 Jul 14 for review and comment within 30 days (Exhibit E).  
As of this date, no response has been received by this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing 
law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice warranting 
correction of the applicant’s records to reflect her entitlement 
to the AFEM.  We took notice of the applicant's complete 
submission in judging the merits of the case; however, we agree 
with the opinion and recommendation of AFPC/DPSID and adopt its 
rationale as the basis for our conclusion the applicant has not 
been the victim of an error or injustice.  As for her request 
related to the SWASM w/2BSS, as her DD Form 215, Correction to DD 
Form 214, dated 19 Jun 92 already indicates she is entitled to 
this award, no correction is required.  We note AFPC/DPSID has 
determined the applicant’s eligibility for the KLM-K and the KLM-
SA and will correct her records administratively.  Therefore, in 
the absence of evidence to the contrary, we find no basis to 
recommend granting relief beyond that rendered administratively.

4.  The applicant’s case is adequately documented and it has not 
been shown that a personal appearance with or without counsel will 
materially add to our understanding of the issues involved.  
Therefore, the request for a hearing is not favorably considered.


THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of newly 
discovered relevant evidence not considered with this application.
